window stuttering when moved quickly

Using a separate drive I installed Debian 13 and when I move a window there is a "stuttering" type effect, instead of chasing that issue, I reinserted the 2nd SSD with CachyOS, which is performing crisp and snappy throughout its use.

Is it possibly a video driver issue or even a monitor display setting wrong 60,100,120,144,240 whatever the refresh rate may be could be wrong and could cause "stuttering" when movement of windows..
