So I thought it would be cool to play games at a slower framerate. Is it possible to make Linux's system clock go slower? For example, one second would take two seconds.

I did a quick Google search, and it was showing how to solve a slow computer (as in, tasks were slow to accomplish, not the system clock running slow).
