VLC problem

All:
So, I had been using Xubuntu 18.04 and had installed VLC.  It was working fine.  I could watch mp4 videos all I like.
Then for reasons that will probably remain a cosmic mystery until the end of time, I decided to blow away my 18.04 Xubuntu and load Xubuntu 19.04.  I then installed VLC and discovered that it plays a mp4 video exactly once after booting the computer.  After that, it won’t play any mp4’s unless I reboot.   It doesn’t matter what the first mp4 is, the problem is the same; tried it with several videos.

I can play the same mp4s with the Parole player that VLC refuses to play.  Other software like Gnome Disks installs and doesn’t seem to have any problems.

Any thoughts or suggestions?  I’m about ready to go back to 18.04 if I can’t easily solve this issue.
