Yes it is possible for someone to get these security updates for their EOL version.  It would seem however that since the non Canonical applications such as LibreOffice, Firefox, Thunderbird, etc would not be covered, they must be re-installed as Snaps.  That would take as much if not more time than doing an upgrade or re-installing a supported version.  Plus, if you are using any of the "flavors" of Ubuntu, they are not supported. While your Ubuntu base may receive the security updates, the desktop environments such as LXQT, Mate, xfce, KDE, and Budgie do not.

ESM is not a reason to never upgrade, it is simply a stop gap

I didn’t, not until today when a reader mailed in to tell me that Canonical offers free Ubuntu Advantage for Infrastructure accounts for personal use on up-to 3 machines (active Ubuntu members can use it on up to 50 machines).

A gratis Ubuntu Advantage for Infrastructure account includes a couple of things but the most notable is …Extended Security Maintenance (ESM) for EOL releases.

Yes, ESM updates for free.
